ABSTRACT
The Law Commission considered the issue in 1984 (Law Com No 127) and proposed that there should be a new type of obligation called a land obligation which would be enforceable between neighbours.
The essence of its proposals was that there should be two types of obligations:
1. neighbour obligations and 2. development obligations.
