ABSTRACT
Most business decisions in the planning and operations of a mental health program are founded on the values and ethics of the participants. One may conceptualize such decisions arising in both budgeting and in operational management. Following this framework, let us explore some examples of these issues at the level of mental health system administration and at the level of the leadership of an individual program.
