ABSTRACT
The end of the cold war has been characterized by an increase in intra-state conflict, with a resultant focus on domestic political and security issues, especially in developing countries. Likewise non-military threats which manifest domestically, but often also have external links, have become important, again especially for developing countries, although they also affect developed countries.
