ABSTRACT

It is widely recognized that evaluation is a many splendored thing. It can and does play several roles in the public sector. Chelimsky (1997) sets out three general purposes for evaluation:

As research, to further our understanding about government interventions in society.

As a management tool, to assist planners and program managers in developing and implementing more effectively government programs and policies.

As serving accountability, to provide evidence on what has been accomplished with the tax dollars spent by government.
