ABSTRACT

The 1980 census revealed significant changes in the distribution of population in the United States. The increase in population in these states is attributed to a migration of population from the "snow-belt" states as well as an increase in immigration of Hispanic people. Control of growth rate is the nature of the planning process to attempt to determine the community's goals and objectives for future development and population growth and to provide for public services to meet the needs of future populations. As population grows, or shifts from one place to another, the need for community infrastructure grows or shifts with the population. Houses, streets, utilities, water supply, schools, recreational and other community facilities must be provided to meet the needs of the growing population. The land use regulations were based on a comprehensive plan for future growth and on a capital budget providing for the location and sequence of capital improvements for a period of 18 years.
