Introduction

Two well-known Western scholars and a leading Communist scholar provide the opening chapters that constitute Part One of this symposium on leadership in the European communist countries and the Soviet Union. Their different approaches stress some theoretical questions which may provide a conceptual beginning for chapters that follow.
