ABSTRACT

The City Manager of Oberlin, Ohio, is appointed by the City Council (a vote requiring a five out of seven majority) and remains in office at the pleasure of the Council. He can be removed by a similar vote, providing that he is given previous notification and a chance to defend himself. He is the chief executive officer of the city and formal head of its administrative branch. According to the City Charter, which defines his legal responsibilities, the Manager is empowered and required to do the following things:

1. Appoint and remove all officers and employees of the city except those appointed by Council;

2. Prepare the budget annually, submit it to Council, and be responsible for its administration after it is adopted;

3. Prepare and submit to Council, at the end of the fiscal year, a complete report on the city's finances and administrative activities for the preceding year;

4. Keep Council advised of the financial condition and future

needs of the city and make such recommendations as seem desirable;

5. Perform such other duties as may be described by this Charter or required of him by Council, not inconsistent with this Charter;

6. Attend all meetings of Council unless excused; 7. Attend any and all commission meetings he chooses and enter

into discussions, though he may not vote.
