ABSTRACT
Social service agencies face enormous challenges today. Problems such as crack, AIDS, poverty, and violence appear overwhelming and terrifying. The resources our society is willing to allocate to fighting the problems seem pitiful, like fighting an elephant with a pea shooter. We may easily become daunted and discouraged. This context makes the challenge of agency management all the more formidable.
