Government confiscation of property extended, also, to usable homes left vacant by the decimation of the Armenian population. Turkish refugees in Armenia, who had come to Urfa to escape the advancing Russian army in the region of Van and Bitlis. Although they had robbed and killed Armenian refugees encountered on the way, these new arrivals were still hungry and half naked. The Turkish government gave the Turkish exiles all the help it could and tried to satisfy all their requests, frequently at the expense of the few surviving Armenians. These efforts brought into sharp focus the negative qualities of the Turkish refugees as contrasted to their Armenian counterparts. In order to avoid further discontent, the Turkish government passed a law requiring local Turks to dismiss Armenians in their homes and to take in Turkish refugees in their place. But most of the Turks paid no attention to the directive.
