ABSTRACT

In Part I we discussed the origins and some of the characteristics of aid to poor countries. In this Part we shall analyse some theories about economic growth in these countries, and discuss how aid from outside can help to promote their growth. This chapter is concerned with the description, rather than analysis, of some important char­ acteristics of aid recipients. Any quantitative discussion of donors and recipients requires one to enumerate the countries in each category. The U N and the D A C both provide lists of 'recipients' (some 'donors' axe also in fact recipients of aid, and some 'recipients' donors). We adopt the D A C enumeration, which is as follows:

All Africa except the Republic of South Africa. All America except the U S A and Canada. All Asia except the Sino-Soviet bloc and Japan. All Oceania except Australia and New Zealand. Greece, Spain, Turkey, Yugoslavia, Cyprus, Malta, and Gibraltar.
