ABSTRACT

One of the difficulties encountered in understanding organizational effectiveness is that as a result of the internal imbalances, conflicts, interdepartmental rivalries, protective mechanisms, discussed in the previous part, each group in the organization tends to develop its own concept of organizational effectiveness which is consonant with and helps to reinforce their experience, and which each group believes to be essentially correct. Indeed the members of each group base their beliefs on their experiences. So as long as experience is the major criterion, each side will continue to be, in their own eyes, correct.
