The gaps in the series are mostly in the consumer goods industries. S. Solomon Fabricant's The Output of Manufacturing Industries, 1899—37 is no exception to the usual problem of incomplete statistical coverage of industrial products. The establishment of the British and American Tobacco Company and that of the Pei-yang Tobacco Company in 1902 marked the beginning of cigarette manufacturing in China. China, as one of the most important wheat-producing countries in the world, developed milling tools and equipment as early as the Chou dynasty, but employment of modern technology dates back only to 1896. The paper industry of China could not compete with the cheaper and better-quality foreign products. The chemical industry of China, came into existence only in the late 1920's. Yang Ta-chin, in his 2,000-page study of China's modern industries, devoted less than three pages to a discussion of the chemical industry.
