ABSTRACT

The development endeavor is a creation of the second half of the twentieth century. Continuous reconsideration of concepts, processes, and instruments has been its hallmark. But the original vision of its pioneers has endured. The intellectual framework for a global enterprise grounded in shared objectives and buttressed by international cooperation was constructed in the 1950s. For more than fifty years, change and diversity have characterized development operations in response to dynamic technological change, market integration, geopolitical fragmentation, and the enduring attachment of peoples everywhere to their distinctive cultures.
