ABSTRACT

The purpose of the Housing Assistance Program for the Homeless demonstration is threefold: prevent displacement; provide housing assistance; and analyze the problems. To prevent displacement of individuals and families who are presently homeless or in imminent danger of becoming homeless by reason of their inability to pay rent or mortgage payments. Assisting the homeless with their efforts to locate suitable housing, referring eligible homeless to subsidized housing, disbursing temporary supplemental rent payments to property owners on behalf of families and individuals, or loans to homeowners for the purpose of supplementing mortgage payments. Establishment of linkage between homeless families and individuals with public, private and voluntary service agencies to provide support services including health, educational, and social welfare benefits. Families and individuals who are homeless because of their inability to locate suitable rental housing and who can afford to rent at fair market levels, will be assisted in their effort to locate housing by the program field staff.
