In Most Neighborhoods of New York City it is possible to see a large number of people in the streets who are variously described as. "vagrants," as "bag people," or, most often, as "the homeless." New York's many homeless people have a very strong impact on the other people who use the streets. Before many other advocacy groups resort to such desperate tactics, perhaps a closer look at the situation in New York. One of the New York groups that is most active in the cause of the homeless is Coalition for the Homeless, whose director is Robert Hayes, a New York lawyer. The case of Callahan v. Carey went to the New York State Supreme Court in October 1979. According to The New York Times:Ellen Baxter, a research associate at the Community Service Society, pointed out that the largest city shelter opened for women, on East Third Street, filled up within two weeks.
