Only in post-9/11 America can disaster relief be touted as a "spring-board for economic development," 1 but that's exactly how a fiscal analyst from the Louisiana state legislature described the vast opportunities opened up in the homeland security field. The grifters and grafters have sniffed out these opportunities: According to an Associated Press dispatch from Baton Rouge, upwards of a dozen lobbyists are present in Louisiana House and Senate committee rooms every time those magic words "homeland security" are uttered. Not to be outsubsidized, plenty of representatives from colleges and universities may be found at these meetings as well.
