A direct means of retarding growth is to slow or block the development process. Pending the revision of new plans or development regulation, a temporary ordinance can preserve the status quo, denying any other development permission. This is effectuated through: a planning pause; building permit moratoria; and water and sewer moratoria. The rationale is that to preserve the character of the contemplated plan, prevent nonconforming uses, or simply to reassess prevailing controls, temporary “injunctions” against development activity are permissible.
