ABSTRACT

Despite having presented considerable material lambasting the actions of elected officials in personally benefitting from legislation and federal government agencies with respect to the government’s approach to awarding contracts to corporations, Americans are blessed with a government that permits scrutiny and criticism of government procurement practices. Americans are not burdened with a government that awards contracts without oversight or accountability. Despite earlier denunciation of federal government procurement practices, numerous government agencies and nongovernment entities deserve acclaim for their forthright and transparent approaches to dealing with procurement irregularities. Organizations and individuals deserving of such acclaim include the Government Accountability Office (GAO), inspectors general for government agencies, nonprofit groups, individuals and whistleblowers, 1 the US Court of Federal Claims, the various federal appellate courts, law enforcement agencies, and the media.
