ABSTRACT

After the atrocities of World War II were revealed, the world community promised: “never again.” Since then, however, some 250 international, regional, and internal armed conflicts have occurred—including numerous genocides in such places as Bangladesh, Cambodia, Rwanda, and the former Yugoslavia, to mention but several. These conflicts have produced an estimated number of casualties that ranges from seventy to 170 million deaths. Tragically, there have been few mechanisms for accountability, and thus no deterrence.
