ABSTRACT

TO HELP MAINTAIN and strengthen family life . . . is a comparatively modern statement of public social policy, long implied in our society but not made explicit until its relatively recent incorporation in the Social Security Act more than twenty years after the Act was enacted. This statement of public policy, which now is a mandate for federally-aided public assistance programs, has long been an objective of voluntary as well as public social welfare services.
