ABSTRACT
The American response to drug abuse demonstrates how a nation both creates and controls anxiety for political purposes. It also demonstrates that repression is possible in a pluralistic system. Both lessons should have been learned long ago. But the knowledgeable left in this country has tormented itself about whether a government can at the same time be incompetent and manipulative, and power both fragmented and persecutive.
