ABSTRACT

In 1964, only three of the projects—Mobilization for Youth, cpi in New Haven, and Action for Boston Community Development—had enough experience to suggest how this plan may work out. Education apart, the projects concentrated most generally on the vocational training and placement of young people—youth employment and counselling centres, MDTA courses, on- the-job training, preliminary courses of adjustment to the demands of employment, and the development of more openings to worthwhile careers. The work-crew experience was designed by Mobilization and cpi to lead, after a few months, either to employment or vocational training. A looser integration of training and available jobs would have been more responsive to the demand from the applicants without, perhaps, realizing any fewer placements. The Manpower Development and Training Act provided resources for two forms of subsidized training—individually, on the job, and institutionally, in groups of ten or more.
