ABSTRACT

On 26-27 February 2008 a wide-ranging group gathered in Oslo to advance the agendas of nuclear stability and nuclear abolition. 1 This was unlike many “civil society” efforts of the past because it was hosted by a government, Norway, included private organizations (most prominent among them the Nuclear Threat Initiative) and as “principals” of the Nuclear Security Project the four once-prominent U.S. figures who in January 2007 published a joint call for new nuclear policies leading to abolition. 2
