ABSTRACT
It is generally agreed that the European Union is a peculiar animal, defying any simple attempts to label it. The problem of making sense of this unique international organization is highlighted by the fact that interpreters cannot even agree as to whether it has a constitution at all, let alone whether or not it needs one.
