ABSTRACT

Nasser's Yugoslav and Indian friends upheld the arguments of the President of the United Arab Republic in the corridors of the United Nations (UN), while the representatives of neutral States, those of Canada and Denmark, were striving to defuse the bomb. The organization brings together sovereign States who frequently show signs of the partiality, cynicism even, characteristic of the 'cold-blooded monsters'. The Soviet delegates even made the mistake of delaying the ceasefire by demanding the prior withdrawal of the Israeli troops. The rules of the diplomatic game, the blending of ideological propaganda with a limited and secret entente between the Big Two, make the conduct of all the participants, both big and small, intelligible. The representatives of several dozen States will argue in favour of the Arab case without asking themselves about the means of taking effective action. Only the conversations in the wings will exert any appreciable influence.
