ABSTRACT
81In determining what is effective in the criminal justice processing of hazardous waste crime cases, two of the most important factors are the ease with which investigators can detect the presence of the offenses, and the courtroom pressures and obstacles encountered by the prosecutors in the latter stages of a case. This chapter describes the most common manifestations of these factors and how they affect the potential for ultimate success or failure of criminal enforcement efforts.
