ABSTRACT
In this chapter we will discuss the government responses to social protests. We will first discuss our conceptual model of “multilevel responsibility structure” to explain the government responses to social protests and the reason why the regime has been resilient. We then will elaborate on the state responses with the framework of multilevel responsibility structure.
