ABSTRACT

Justice Reinvestment (JR) represents a shift in criminal justice policy on both sides of the Atlantic. JR differs from the traditional approach of criminal justice, and its emphasis on incarceration. Traditional criminal justice is primarily focussed on society's response to criminality, emphasising the essential self-interest of each individual. JR forms a continuum of perspectives. At its most holistic, JR emphasisis the essential and innate desire of individuals to exhibit altruism as well as self-interest. Thus JR may aim to discourage criminality at source by emphasising licit lifestyle choices and supporting those at risk of criminality. More narrowly, JR may be employed to reduce the costs of providing a given intervention.
