Many would argue that administration and management functions should be considered separately, and that port administration should be responsible for the regulatory functions of the port while the management is responsible for the commercial operations. However, this simple dichotomy may be simplistic and much will depend on the type of ownership adopted and the interpretation given to the term “administration” which does seem to vary throughout the world.
