Chrzanowski gives the above definition in his book on Maritime Economics. It is very comprehensive but its meaning can take a wider compass. It does concern governments-but a government has many departments. For example, the USA has the FMC, Maritime Administration, US Department of Justice, Coastguard, Customs, etc. Each bureaucrat or official may also have his own interpretation of a national policy.
