ABSTRACT
IN the previous chapters we have been attempting to describe the facts. Here, in this final chapter, we will no longer strive after impartiality, and, with an eye on future research, relate not so much the facts as some of our own speculations about their meaning. We shall also give some of our own opinions about the housing policy whose effects we have considered.
