ABSTRACT
The Malaysian government acknowledges serious weaknesses in the country’s education system. As the National Economic Advisory Council stresses in its New Economic Model for Malaysia:
The human capital situation in Malaysia is reaching a critical stage. The rate of outward migration of skilled Malaysians is rising rapidly [and] the education system is not producing the skills demanded by firms (NEAC 2010: 6).
