ABSTRACT

In the 2006 elections Democrats swept both houses of Congress and, for the fi rst time since 1994, they controlled both branches of the legislature. It was a Democratic wave. While many of his Republican colleagues lost in 2006, incumbent Steve Chabot survived with a narrow victory in Ohio’s 1st Congressional District. In 2008, the political environment continued to favor the Democrats, but Chabot was unable to hold onto his seat. He lost to Steve Driehaus, the Minority Whip in the Ohio state legislature. Chabot, however, immediately set out to challenge Driehaus to a rematch in 2010. With the wind at his back, Steve Chabot rode the GOP wave created by the national tides and reclaimed the traditionally Republican 1st District.
