ABSTRACT
Which of the disadvantaged tended to be excluded from social housing? This chapter looks at the groups of people most affected – a litany of disadvantage, with the greatest access difficulty being suffered by the homeless possessors of the right to housing – and documents those tending to be excluded, immediately bringing in to consideration the associated problems of debt, eviction, household break-up and race discrimination, and the specific problems affecting young people.
