ABSTRACT
Are social landlords at least a partial solution to housing disadvantaged people? French social landlords only housed limited numbers of the disadvantaged, and it is unclear that their subsidy was justified on that basis. There may be other justifications, but the housing objectives should be more apparent and their performance made clear. Social landlords may be helping to fulfil these objectives but it is necessary to review the evidence.
