The need for, and obstacles to, an INMP in Saudi Arabia
Introduction This chapter has two objectives, both of which arise out of the results of the documentary analysis, interviews, and questionnaire survey presented in Chapters three and four. The first objective is to discuss why there is a need for Saudi Arabia to develop an INMP; and the second objective is to analyse the main obstacles that stand in the way of that policy. The need for an INMP is discussed in terms of four main national objectives: those of strategy, security, economy, and the environment. The main obstacles in the way of an INMP are also fourfold: (i) a silo institutional culture; (ii) ideological and economic opposition; (iii) a lack of political will; and (iv) inadequate maritime scientific knowledge and training.
