ABSTRACT
Shadee† is a British-born, 18-year-old Black Caribbean man who entered a high-security hospital after having committed an offense of assault occasioning actual bodily harm. Despite Shadee initially being deemed not to fulfill the criteria for admission to high-security treatment, the court nevertheless 354ordered the decision. Shadee had been rejected by numerous mediumsecure units, because he did not fulfill their admission criteria either.
