ABSTRACT
Determining the First Amendment rights, institutional responsibility, and institutional perspective using the model of four media types is not feasible in the new electronic media. Media classifications are failing in many open networks. For example, cellular technology is undeniably broadcast technology, yet it fits (appropriately) under the regulatory rubric of wired telephony. Defining First Amendment rights in electronic forums is critical to preserving them (Pool, 1983).
