Public relations for states are closely connected to mediation of foreign policy. The tender-minded school argues that information and cultural programs must bypass current foreign policy goals to concentrate on the highest long-range national objectives. Adaptation of foreign policy to the mass media means that politicians are accepting advices from PR. In foreign policy there are also often conflicts of interest between politicians and journalists. Foreign policy makers want their specific definition of reality, their particular perception of the world, to spread, and will even prevent publication of certain foreign political happenings if they deem it appropriate. On the significance of the mass media in foreign policy, Karl wrote: 'The media are increasingly a part of the process in the communication between governments and publics about international politics'. The situation in the international media market has changed dramatically during the last few years with cable news network (CNN) entering the stage.
