One of the achievements of the WTO is that it provides an organisational structure to the world trading system that was lacking in the GATT era. Under the WTO Agreement there are provisions that establish the Council for Trade in Goods and the various committees that work under it. The Safeguards Agreement provides one such committee the Committee on Safeguards that would work under the authority of the Council for Trade in Goods. This Committee ensures transparency and that the procedural requirements have been complied with in connection with the safeguards measure. This institutional set up and the procedural requirements have been provided in the Safeguards Agreement to discipline the use of safeguard measures.
