ABSTRACT
My contribution is inspired by a number of political and conceptual develop- ments that have accompanied the course of the project for European economic and monetary union (EMU). In the light of this policy experience, the question I should like to tackle is how does it come about that certain crucial causal relationships, not especially complicated in themselves, may end up ceasing to be perceived? I shall briefly consider three instances of the occurrence of this loss of perception.
