Climate policy changes in Germany from 1987 to 2005 The first phase (late 1980s–1990): climate change on the political

In order to define the types and levels of policy changes that Germany experienced, this chapter analyses the development and evolution of that nation’s climate policy from 1987 to 2005. As described in the Introduction, Germany, unlike Japan, has traditionally undergone regular changes in its governing coalitions. To illustrate the effects of this important factor, this chapter divides Germany’s climate policy development process into five phases on the basis of the parliamentary terms of the Bundestag (lower house), which are generally four years in length.
