General Education under Brezhnev
The provision of ten-year education was a more difficult proposition. The Twenty-Third Congress stated that universal general education was to be ‘in the main’ achieved by 1970, but this target was not met. Thus by 1976 only about 60 per cent of the children leaving the eighth classes of schools in the RSFSR went into the ninth classes, which implied that only about half of the relevant age-groups were finishing all ten on a formal full-time basis (PMP RSFSR, no. 26,15 February 1977).
