ABSTRACT
The Republic of South Africa’s transition from apartheid regime and international pariah to ‘rainbow nation’ makes an excellent case study of how LCE has been posited as a policy weapon against injustice, in resonance with the emancipatory narrative. It also serves to illustrate some of the persistent gaps between policy and practice that we have seen in many contexts.
