The wider context of China’s energy policy

Energy policy is not created in a vacuum and the nature of energy policy is not dependent solely on the current prevailing circumstances in the energy sector. The very importance of energy to modern industrialised societies results in energy policy being intimately linked to most other aspects of the society, of the economy and of the natural resource endowment of the country concerned. Further, current attitudes to the management of natural resources may have their roots deep in the historical past of the national culture.
