Inside China’s energy policy

Such is the overwhelming requirement to provide additional energy to fuel continuing economic growth and thus to maintain the legitimacy of the Communist Party, that security of supply remains the first priority of energy policy at all times in China, along with social equity. Other objectives, such as economic competitiveness, the efficient use of resources and environmental protection remain subordinate. Yet, despite the consistency of this prioritisation, China’s energy sector is characterised by internal contradictions, by shortterm policy measures, by ‘campaigns’, and by sudden changes of direction.
