ABSTRACT
Water is deemed an essential component of socio-economic development in Turkey. Successive governments have emphasized the key role that water resources development plays in agricultural development and hydropower generation. In the early period of the republic, provision of water and sanitation to the rural population as well as to burgeoning numbers in the urban areas was a major task for the state.
