The topics treated in this chapter are strongly connected with the contents of Chapter 7. In fact, what follows also belongs to the field of international relations. Broadly speaking, one might see it as the complement to the wargames we have just reviewed. This is surely true for:

• the policy discussion concerning openness or international trade, which has generated a lively stream of research in the field of international political economy; and

• the debate about the alternative between guns and butter, investigating the strategy of a country choosing to invest scarce resources either in security or in some other activities enhancing economic welfare but possibly hindering security itself.
