ABSTRACT
Estonian law subjects legal persons to criminal liability. The Penal Code (PC), adopted in June 2001 and entered into force on 1 September 2002, provides for both criminal offences and administrative breaches. Similar to the situation in Lithuania, ‘norms of the Penal Code of Estonia regarding legal entities contain features of formal offences, where importance of guilt is minimal’.1
