ABSTRACT
This chapter will look at the background, people and governance structures of the Northern Areas of Pakistan before entering into a discussion of the problems and issues affecting the people. Some of the relevant discussions have also been dealt with in the chapter on the state of Azad Jammu and Kashmir (see Chapter 9).
